Just stumbled across this from a recently circulated BT Wholesale briefing. It's effective immediately AFAIK:

This was to prevent a number of end user from continually running repetative tests which was causing service degradation for all.
We are pleased to inform you that this restriction has been reduced to 1 hour between successful tests. If the original test is unseccessful the End User will be able to run repeat tests until a successful test is achieved.
