Should we return to Bribery?

Back in the 1980s it was possible to find the right GPO/BT manager and bribe them to install a service promptly when it was being unnecessarily delayed. A reasonable business cost to accelerate facilities which allow profit making. Has OpenReach (and Government legislation) reduced delivery of optical fibre broadband to the lowest common denominator? Now it seems to be delivery on the basis of a roundtuit.

Back in the old GPO/BT days a company I know well used to have a retired Director with an unlimited expense account, He'd get lead times shortened from 15 weeks to 10 days.
The point I'm making is while the old system was flawed, they current Openreach delivery model is broken. For businesses this can represent a genuine loss of profit.
