PlusNet can do nothing until OpenReach locally deliver the service.
I've be personally assured by OpenReach CEO Joe Garner that this service is available 90% of the UK. The problem for us is we're in the "10%" in a small town of 15000 population with fibre running past the front door. For some reason OpenReach have a rolling 6 month slippage on availability (currently March 2016). However if we commit to a £24,000 contract we can have fibre to the premises in 50 days.
