This was the launch of fibre on our Business packages.

And, pray tell, how does one avail oneself of this wonderful service?

PlusNet can do nothing until OpenReach locally deliver the service.
I've be personally assured by OpenReach CEO Joe Garner that this service is available 90% of the UK. The problem for us is we're in the "10%" in a small town of 15000 population with fibre running past the front door. For some reason OpenReach have a rolling 6 month slippage on availability (currently March 2016).  However if we commit to a £24,000 contract we can have fibre to the premises in 50 days.
