How do I get my free .co.uk domain name?

How do I get my free domain name?  There doesn't seem to any obvious way.  In the Domain Name settings it says:
You can register a .co.uk domain for an extra £1 a month.  To take advantage of this offer click Opt In.
Does that mean it's going to cost me £12 a year for my free domain name?
As an unrelated item, am I right in thinking that you used to be able to hover over all the threads to read the first couple of lines but it's no longer available now?
