High Ping is the problem with me or plusnet

Hi
I'm having serious problems with my internet and is gradully getting worse.
Its taking forever to load pages and the ping is over 3000ms
When I contacted plusnet they told me to reboot the router to fix the issue, after a reboot the ping is approx 200ms for about 3 mins then goes back to over 3000ms
I have rang plusnet numerous times and they keep telling me everything is good on the line.
I have purchased a new router to try and solve the problem but this has not solved anything.
Is the high ping a problem on my side or plusnets
Its nearly impossible to work with the constant drop offs and slow speeds

Can you try stopping anything that's using the upload (backups, uploads etc) on your connection and run another test? Between 10 and 11 there was a large (for your upload speed) amount of data transferred and it's good just to rule out that causing the issue.

With everything disconnected apart from 1 computer heres the results
18049 ms 1.67 Mb/s 0.08 Mb/s
Its nearly impossible to do anything online

I have taken off the open reach front panel as advised and replaced it with another filter and it seems to be much better at the moment.
I didnt want to touch this as I thought it was BT property
I will let you know how I get on
