Heavy Rain Today , phone line crackly and Internet very slow

I've been experiencing problems when we get heavy rain which we have today and I was told by an advisor to contact you when this happens so tests can be run.
With the rain today the line is very crackly and the internet is barely usable

Call who ever supplies your phone line and report it as a phone fault to them, as that will do what you describe

We had a similar problem after a bout of heavy rain/wind. One of our circuits comes via a telegraph pole with a 40 metre wire in the air.  It turned out to be corroded contacts at the telegraph pole end of the wire and was resolved at the first attempt by BT (Openreach).
The problem showed itself suddenly without much warning.
