The download restrictions do not apply to the BT speedtest so the restrictions linked by Chris do not apply when running that test (they will however apply to downloads from download sites). The speed you are seeing on the BT speed test needs investigation.
I can see from your speed test that there isn't a fault with your physical line (the IP Profile is right for your sync speed).
Have you checked your exchange status? http://usertools.plus.net/exchanges/ If the VP paths are red it means that BT haven't got sufficient capacity at the exchange and you will see slowdowns - there's not a lot (if anything) Plusnet (or any other ISP using BT) can do about it. The only option that can help residential users is to go for Max Premium which as well as the faster upload gives higher priority on the BT network. As you are on business option 3 I thought you should already be on that but I can see from your speed test you are not.
Anyone from Comms team: Can you check if this user should be on Max Premium please
Are the slowdowns at any particular times of the day?
Final thought: do you connect to your router wired or wireless? If wireless can you repeat the speed test wired to eliminate that as a possible cause.

I'm pretty sure you've been taken off Max Premium if you are syncing at 448K.
I've never heard of a line fault being cured by taking away Max Premium - if that is to a permanent feature you could bear in mind that residential users pay an extra £7.83 per month for Max Premium and use that to negotiate a discount on your monthly charge!
If your phone ringing upsets the broadband you have a fault somewhere that needs investigating; it could be the line, any of your filters, your internal wiring or your router (less likely). Can you describe your setup (phone extensions and what is plugged in where) and what has been done so far to try and identify the problem please. I'm intrigued that whatever is going on does not seem to have affected your IP Profile.

Have you looked at the table? Microsoft updates are a download server and at 12:30 the expected speed is 64KBps so you are getting pretty close to the expected speed.
I think you might try wiresharking the beginning of the downloads to see what queue they are being put into.
