HTTP Download speed [RESOLVED]

Hello,
I am on business option 3, and my http downloads are getting a very low priority.... i get around 120k/sec. It is deffinently something suspicous as all my http downloads from various servers hit 120k/sec. If i go to speedtest.net i get 5mb/sec.
An example is http://mirror.kernel.org
My broadband username is mattewan, can this be looked into. I havent created a support ticket as i currently already have one open for a different, 5 month long issue.

Depending on the time of day and the type of download there are restrictions in place, take a look at the guide here for more information:

The download restrictions do not apply to the BT speedtest so the restrictions linked by Chris do not apply when running that test (they will however apply to downloads from download sites). The speed you are seeing on the BT speed test needs investigation.
I can see from your speed test that there isn't a fault with your physical line (the IP Profile is right for your sync speed).
Have you checked your exchange status? http://usertools.plus.net/exchanges/ If the VP paths are red it means that BT haven't got sufficient capacity at the exchange and you will see slowdowns - there's not a lot (if anything) Plusnet (or any other ISP using BT) can do about it. The only option that can help residential users is to go for Max Premium which as well as the faster upload gives higher priority on the BT network. As you are on business option 3 I thought you should already be on that but I can see from your speed test you are not.
Anyone from Comms team: Can you check if this user should be on Max Premium please
Are the slowdowns at any particular times of the day?
Final thought: do you connect to your router wired or wireless? If wireless can you repeat the speed test wired to eliminate that as a possible cause.

I have been put on 448k on perpose because of a 6 month on-going problem. Basically, I loose sync everytime my phone rings and randomly throughout the day. My upload would sync constantly at 832k however BT came to the conclusion that my upload sync was fluctuating and put me on 448k instead. Whether i am still on Max Premium i am not sure.... but I should be because i am on business option 3.
It has been stable ever since.... However, they also changed my SNR a few weeks ago to try and stablize my line (before they reduced my upload). I use to sync at 7mb.... That could probably be put back as changing the SNR never fixed any issues.
As for my exchange:
"VP capacity at this exchange is currently showing as Green. Click here for further details"
On a side note, the premises next door can get 650k/sec downloads so its not the exchange. However, the poor speeds may have been when my upload speed was reduced (a few days ago) or when my snr was changed (a few weeks ago).
//Edit : Forgot to add.... I am downloading now, at 1am and everything is slow so that proves its not traffic shaping causing this. Because whenever i have seen capped downloads in the past, they have already shot up at 12am
Also, all computers on the network provide the same results and are all wired. Upload speeds have always hit line speed. Another interesting point to add is that if i use download managers which open multiple connections.... i can get my speed from 20k/sec to 80k/sec by opening 4 connections. Also, if i download multiple files at once.... when i start new downloads, the existing ones don't slow down. Its as if there is some sort of per connection throttling but i know this isn't anything configured on my end because its happened all of a sudden.

I'm pretty sure you've been taken off Max Premium if you are syncing at 448K.
I've never heard of a line fault being cured by taking away Max Premium - if that is to a permanent feature you could bear in mind that residential users pay an extra £7.83 per month for Max Premium and use that to negotiate a discount on your monthly charge!
If your phone ringing upsets the broadband you have a fault somewhere that needs investigating; it could be the line, any of your filters, your internal wiring or your router (less likely). Can you describe your setup (phone extensions and what is plugged in where) and what has been done so far to try and identify the problem please. I'm intrigued that whatever is going on does not seem to have affected your IP Profile.
Have you compared the speeds with those given on the table linked by Chris? Don't forget that they are Kbps (K bits per second) and your download software will almost certainly report KBps (bytes), so from 4pm to 10pm you should only be expecting to see 32KBps for download sites.

Hi mattewan,
Glad to see the intermittent connection is resolved however now that's done we do need to get you back on the max premium (with the increased traffic priority and double upload speed). I'd recommend doing that first, but if the downstream speed doesn't pick up following that then we can do an SNR reset on the line to set things off again.
If you're happy for that to go ahead please let me know and I'll get on it, thanks.
As an aside I'll also be looking into what happened with the max premium as you shouldn't have lost that.

Hello Matt,
Thank for the reply. I didn't realise I had been taken off max premium, I just thought that I was on the same high priority max premium service with a restricted upload speed.
They restricted my upload speed / removed max premium to fix my disconnections while receiving calls and random drop outs.
Im assuming that if i go back onto Max Premium / Have my upload unrestricted then my connection issues will come back.
Here is a test i did today, which i started at 12:08pm and stopped at 13:20pm

The putty session on the right is using an 8mbit Dedicated Internet connection from NTL/Telewest Business.
The putty session on the left is my home office on my 8meg adsl line.
I know that the session on the right is on an internet connection with a garanteed speed for 8mb but considering my sync speed and profile, my downloads are way below what they should be.

Have you looked at the table? Microsoft updates are a download server and at 12:30 the expected speed is 64KBps so you are getting pretty close to the expected speed.

Looking at the pages which define "Download Servers & Sites" the first two servers i downloaded from are not covered by that surely?
Plus, after 12am my speed doesn't go up (It use to) but now i get a constant 40 - 60k/sec 24 hours a day

I think you might try wiresharking the beginning of the downloads to see what queue they are being put into.

Wont be able to do a wireshark until i get home, as i am logging in via ssh to do these tests for you from work and the machine has no GUI
I will have to use one of my computers on the lan to do the test.
I dont think it is traffic shaping personally.... but i will do it anyway.
