Does anyone know when the following are going to become available to the business and partner channel?
20MB ADSL 2+
40MB Fibre for Business

Not sure what you mean by the 'business and partner channel', but ADSL2+ is currently available for business users by request - ask PN via a ticket.
I have done this recently and have seen my speeds double.
To see a benefit, you should have a stable connection with a reasonable synch rate i.e. be relatively close to the exchange.
