That old chestnut, Was common place with BE not unlimited , It has something to do with the CDN that you happen to connect to, Akamai and Limelight , Akamai is poor in contrast with limelight , as akamai doesn't have or appear to have the resources it hasn't had them for a long time, the max speed that it will download at is around 12mbps whilst limelight is 20mbps My guess is that akamai aren't providing as much bandwidth or it becomes more saturated than limelight does , you can check which cdn you are using by toggling the console whilst iplayer is minimised

Are you using google DNS by any chance?
I find that points me to more distant CDN servers.

Well I just tried that file, and apart from a couple of 1 second pauses, which i think are related to the screen size vs streaming rate ie 480/760/1500kbps it played fine (5mins) that i watched to test
to get the console to appear at the top right , you just right click and select it from the flash player menu, whilst the video is minimised , at least you will know which cdn the stream is originating from

Funny this,
I had exactly the same trouble on a non Plusnet Fibre connection, did a BBC Speed test the second after it gave me the error, and said my download speed was 20Mbps....
