The sync is the connection speed between your router and the exchange. The speed you get in speedtests will always be under this due to the very nature of ADSL.

Upgrading to fibre would be the only way it'd improve, I'm assuming either it's not available for you or you haven't requested an upgrade to that though. You can find out if it's available by putting your phone number into http://dslchecker.bt.com/

You can ask for an upgrade to Annex M which should give a better upload speed, you may lose a bit on the download though, but that's pretty good on your short line. There will be a cost for this, not sure of the amount.
