The 2-7.15Mbps acceptable range is just a label based on your IP Profile and has no technical significance. Its presence is a historical one going back to the time when up-to-8Mbps advertising was normal - customers with long lines (so lower sync speeds) complained they didn't get 8Mbps..
If your sync speed and hence IP profile increases the range will increase. Have you done any checks to find out why your sync speed has reduced? Has the DLM at the exchange increased target SNR margin for example due to excessive error rates? You could run through the faults troubleshooter at http://faults.plus.net.
