How do you connect to the router wired or wireless?
Could you post the full results from this test please: http://www.speedtest.btwholesale.com/PerformanceTesterWS/diagnostics.do

Re: plusnet speed is a joke. 7 months of 1.4mb or less even on fiber

Dizzy2u,
Welcome to the forums, sorry to hear of your frustrations / problems.
I take it that the 7 engineers were from BTOR and it was one of them who suggested that fibre would improve matters?
It sounds as though you might be in a rural area with overhead phone lines a long way from the green cabinet.  This BTOR infrastructure is usually the cause of such poor performance and it impacts all ISPs, not just PN.  You are right, you are not alone see http://community.plus.net/forum/index.php/topic,125949.msg1094322.html#msg1094322 for another example of a rural subscriber who's poor quality line is not going to be replaced because it works, albeit poorly.  It is down to the poor state of BTOR infrastructure that ISP support desks are so badly overloaded.  You can short circuit the call desk issue by raising a fault report here http://faults.plus.net
There are though things in your own home which can significantly degrade your broadband experience: poor quality phone extension cabling; poor quality / failing power supplies (phone or laptop chargers etc.); central heating controllers; microwaves; plasma tvs have all been known to cause severe impacts on bb performance, to say nothing of WiFi connected speed tests.
The information requested by Jelv will help forum members assist / guide you until PN staff can pick up the problem.

Are you getting that speed on fiber? (It seems like from the title and post you are on fiber and on that speed).
If that's the case, I'm sure fiber is not provisioned if the speed is going to be less than 10mbps?
Might be useful to provide details from https://www.dslchecker.bt.com/ - just make sure your phone number is removed.

Re: plusnet speed is a joke. 7 months of 1.4mb or less even on fiber

@meh it may well be the case that the estimate was above 10Mb but when connected to the line that wasn't the case, it's not uncommon to see fibre be way less than ADSL if both cab distance and line quality are not up to par.

Hi dizzy2u,
Really sorry you're experiencing slow speeds.
My colleague that you spoke to yesterday evening placed an order to modify your speeds up to 80/20 to see if this will make a difference and the order is due to complete anytime up to midnight today.
If this doesn't improve your speeds please raise a fault here: http://faults.plus.net
Our Faults team can then investigate this further for you.
