Not having used the facility I'm sorry but I couldn't say for sure but would imagine the faults team would pick it up and reply next week.
Maybe someone else can give a fuller answer based on experience.

I live 0.4km from my exchange and my line supports up to 24mbps but i only receive 17mbps do you think that's right?

You keep asking that question
The answer is that with the error rate you are seeing it is just about right
If the errors can be sorted out your default noise margin would probably reduce to 3dB giving a speed increase

Jason,
Please go back and read all of the advice you have been given on this thread.  You have confirmed that you can hear noise on the line.  You need to raise a voice line fault using the link provided by Strat.  End of - there is nothing more we customers can do for you here on the forums.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Ok - I'll simplify it for you.
ADSL needs a phone line for the signal to come down.
The speed your modem attains from this phone line depends on the distance and the quality of this line.
As you get further from the exchange, the speed decreases.
The modem automatically tries to get the fastest speed from your line by adjusting its speed but keeping an eye on what is physically possible and how many errors and disconnections you are getting. If you have a bad line, the modem slows the speed down a little thereby sacrificing some of the speed for a better quality connection.
If you have noise on your line, the modem will see lots of errors and usually slows down a bit more until it can find the balance between a reliable connection and a decent speed.
If you have a good line with no noise and are near to the exchange, the modem will keep adjusting its speed up until it either hits its "safe zone" or can't get any faster.
Generally unless your line has had some bad faults, the modem will do all of the above automatically for you and no intervention is required.
If you have had a stable line with no issues for a long time, sometimes you can ask your ISP to squeeze a little extra speed out of the line by asking the modem to reduce its "safety zone" a little more. Sometimes this results in a stable line with a little extra speeds, sometimes it causes frequent disconnections and they have to increase the "safety zone" to make the line stable again.
The golden rule for a good connection is to get any phone line issues sorted out first then worry about your speeds and connection when this is done. If you are getting excess noise on your phone line then you need to get this sorted before your modem will get the maximum stable speed it can out of your line.

i Hve raised it as a fault and they replied saying the will get onto their main supplier (BT) and contact me back after checks have been made with them
