newsgroup downloads

have noticed last 2 or 3 days newsgroup speed has been halfed !!!. speedtest reports my max speed which is 72mb down (fibre)
newsgroup provider reports no issues.
what is the issue? are plusnet traffic managing?
i tried without any other device on the network and it remains the same.
ideas please
