my boadband is so slow?

i only use it for browsing the web and gaming (ps4)
i have noticed serious lag and have been unable to complete a game of fifa. it just disconnects from the servers.
anyway im supposed to be getting 7mb but its much lower than that constantly.
i have tried the ps4 hooked up and wireless and nothing is helping.
any ideas?
