Is there a reason why, on line time between the hours of midnight-0800hrs is applied to charged time instead of free time?
It is quite likely I have missed some edict from plus net, in which case please help.

The question is back to front really.
The 'Free time' is only given away, because the network is not under much use then, as most of us are in bed.

If you mean that your off-peak usage is showing as peak (and therefore deductable from your allowance/chargeable) then it shouldn't be doing this. Everything between midnight and 8am should be shown but not counted towards your allowance.
We've had some problems with the VMBU tool recently and I'm not sure of the status of those so perhaps someone else will be able to come in and clarify. The problems were display issues rather than anything that affected the way you're billed so nothing to worry about, just a little inconvenient.
