level3 vs colt.net

randomly getting different routing that normally goes via level3 which is using colt.net which dead ends at cpeuk_lon066223.ia.colt.net
edit: I was getting it to USA sites but no longer, only one that is 100% of the time is www.national-lottery.co.uk

FWIW I've just got The National Lottery site here OK, but trying to log in failed to work. Traceroute went nowhere near COLT, but there was a huge jump to 200+ms where the trace left PN and on to Level 3.
