intermittent internet drop out

Hello, 

For the last week I have had intermittent internet dropouts with lengthy outages. 

Sometimes there's an orange light on the router with a red flashing B, sometimes a blue light with a red flashing B. 

Some of my neighbors in the same building have also reported outages. 

Any ideas?
