gaming stutter issue

Hi there,
I have an odd problem that shows up in gaming, the problem is my character stutters ingame (Tera online), it happens any time of the day.  I transfered to Plusnet onto a 30 meg Fibre connection to try and fix this issue but it still persists.  I played this game fine previously, 4-5 months ago this started happening and I stopped playing due to it thinking it would fix itself over time.
Things I've tried to fix the issue.
Changed the master socket (bt engineer replaced it)
Changed ISP from 12meg ADSL to 30 meg Fibre (from talktalk to plusnet) so new modem/router and cables, issue is exactly the same.
Tried playing on another computer and still have the same issue.
Is it possible there is some fault between my house and the exchange, or even in the exchange somewhere?
I get no connection drops, speed and ping remains pretty much fine.  I can watch youtube videos etc without any problems so it only really seems to show up in gaming and gets worse in busier areas.

it can be the server you play on have toubles you should ask Tera online if there is a server problem

Yeah I tried all servers for Tera NA (Server located in Chicago) and I also tried Tera EU (different company running it and the servers are in germany).  It's also been going on for quite some time now as I mentioned, few months.

If it happened on both ISP's then i'd say it's nothing your end?

That doesn't show anything untoward and 100ms to Chicago isn't bad.
Would you be able to capture a wireshark so we'd be able to see what's going on, it only need to be a minute or so long. A guide on this can be found here.
Once you've done this if possible, you'd need to ZIP the file and upload it to us via a ticket.

100ms would create a laggy game though?

100ms of lag on a game wouldn't be laggy much at all.
Most standard ADSL lines would push a 150-200 plus MS line to Chicago. This is why gaming on cross continent servers isn't recommended.

I've played this game for about a 18 months, first year was the same ping/fps etc as I'm getting now and was fine since there was none of this stuttering/shuddering on my characters movement I'm getting now.  (ping has always been around 120-150, which is completely fine)
My actions/skills ingame go off fine, so it's not so much lag in that way.  It's just that my character stutters and judders when I move it...especially in busier areas.  It makes it look like I'm playing the game at 5fps when i'm actually showing 40-50 fps.
I've tried it on a seperate pc and still noticed the exact same issue (which is the main thing that's getting me to think it's network related).
Changed ISP (directly cause of this issue) and it's the same as before.
Changed all cables/modem/router/swapped from adsl to fibre.
Changed master socket.
Sent ticket/file.

We've taken a look at the Wireshark and can confirm that the game is identified correctly, it does however look at around 20 seconds in that the ping does increase.
Are you able to try a Wireshark when connecting to a European server? I can see the one you provided was Chicago. It might also be worth trying another game to so we can see if there's any issues on others or just Tera.
Just to confirm that nothing else is happening on any other devices on your connection while you're gaming?
