do i need to restart...

My line speed has gone up from 1mbs to 10,do I need to restart the router, as the speed increase doesn't seem to have had any effect  on the speed of the broadband, I don't want to restart too often, as the system apparently sees this as an unstable  line, don't want it back down to one again, though I think that could be likely any way.

You shouldn't have to restart.

Are you testing over a wired or wireless connection?
