Winchester connection slowing down recently

I moved to Winchester a year ago and when we first got here we would get about 3 Mbit down. I think it stabilised at around 2.5Mbit after a while. However for the last couple of months the connection has been getting slower and slower and I don't know why. BT even had a fibre cabinet installed 10 meters from my front door a couple of months ago!
I just ran a speedtest with the BT tester (6AM this Saturday morning):
Download speedachieved during the test was - 1539 Kbps
For your connection, the acceptable range of speeds is 600-7150 Kbps.
Additional Information:  Your DSL Connection Rate :3104 Kbps(DOWN-STREAM), 448 Kbps(UP-STREAM)  IP Profile for your line is - 2500 Kbps

Is there anything that PlusNet or I can do to make this faster? I was thinking of purchasing a new router at some point in time to perhaps speed things up. Would that help?

It says I should be seeing real world speeds of up to 4 Mbit .... I wish!

How can I get it to go to 3.5Mbit?
Also, I removed some really bad wiring in the faceplate. Numbers look ever so slightly better as far as I can tell; my SN Margin looks terrible though. Is this normal?

Raise a ticket asking for the profile to be updated to match the BT one - that will give you 2500kbps
As to why your sync speed is low - it could be a number of things but the first thing to note is that your last resync was at about 4.00am which is the worst possible time.
You should resync during daylight which will give you a higher sync speed.
It would be worth trying the test socket at the same time
