Hi,
no it not the bRAS profile stuck, that's part of the BT system. It looks like it is your PN one that is stuck - Current Line Speed 3500, which is why you are getting throughput speeds just under that.
To be sure can you run the BT speedtester again and do a text copy and paste of the results here. Hopefully then someone from PN looking at the boards will pick it up and deal with it.

I gave the profile a tickle earlier from our side, try a reboot and another speedtest, you should see better results.
