Over the last couple of weeks my upload speed has dropped and dropped. it is now so low I can't send any emails with attachments. Help required please

Just been speaking to [CSA Removed] via online help who told me that the 0.08 upload speed was acceptable!!!! Come on this is not good enough.

Still unable to send e-mails with attachments due to upload speed. Completely ridiculous. Absolutely nothing running in the background. Is there nothing that can be done?
