What's going on with P2P recently?

Usually, off-peak (0:00-08:00) I get full speed, but for the past few days the speed of torrents (even ones with over 70000 seeds) never climbs above 200kBps.    It's like the speed is being limited during the hours when it shouldn't be.  Nothing has changed on my end, so why is this happening?

Hi there,
Sorry to hear that's an issue, are you noticing issues with the speeds in general or with anything else during that time?
If not can you try a speed test if you notice this again?
