What happened to my speed?

I have consistently had a download speed of around 800k per second on large files for as long as I have lived in my current abode (4 years), but for the last couple of days the maximum I can get is 140k per second, which doesn’t make me a happy bunny, is there something going on at plusnet that might cause this?
Here is what I have done to check my end:
Tested various download locations that always give good speeds.
Rebooted  my rooter.
Rolled back my PC to a period before the issue occurred.
Checked (using inSSIDer) to see that there aren't any new wi-fi networks interfering, in fact the issue exists even when no nearby networks are broadcasting.
My router readings seem the same as ever, and are as follows:

To me it definitely looks like I am being throttled as plusnet, what do you think?

I'd be interested in the results from some other speed tests to see if they show the problem. The BT speedtest is deliberately given high priority on the PN network whereas these should be normal:

@Oldjim: I assume you are a  part time steward in a bar?  Made me laugh, unlike the download speed.

So, all the speed tests are good. but file download speeds are rubbish. Frustrating!

Can you give me examples of the files that are slow downloading (by PM if they are not suitable for public posting).

Microsoft UK and USA downloads, their servers (usually) always fly at full speed for me.
BBC iPlayer downloads last night after midnight. Usually an hour program (600+mb) comes down in 10/15 minutes. last night it was showing 1h45m.

Re-running the iPlayer diagnostic when you see the iPlayer downloads significantly slowed would be interesting.

I tested that before I ran the diagnostic, netmeter shill showed it maxing at 140-160k.
Any support staff care to hazard a guess at what is happening?

I just tried to get a nvidia driver, same thing, download speed knobbled to 140k barely 3 x dial-up  Sad

Three times dialup? Have you got your units right? I'm guessing the download is being shown in KBps - dialup modem max's at 7KBps.

All I can tell you is it is slower than a dead squirrel whereas it used to be like a one on pills zipping from branch to branch.

Have you tried changing gateways?
Are the speeds poor all the time? Or is it just today you've seen the issue?
