What does OPEN mean on your ADSL2+ Exchange List

On looking at your exchange list for ADSL2+ it shows SLBY (LEEDS) as OPEN but SLBY is actually a BARNSLEY exchange not Leeds.
But what does this 'OPEN' status actually mean, as the exchange was supposed to be ADSL2+ activated on the 31/03 and BTWholesale say it is active, but BT ADSL checker says it's not

Are you referring to http://community.plus.net/21cn-exchange-availability/?
If you look at the column heading the second column is "Localility of WBC Interconnect Node" NOT the name of the exchange.
OPEN means that ADSL2+ over WBC is already available.
