What do the BT exchange VP status colours actual refer to ?

BT exchanges report their broadband Virtual Path status in terms of colours, typically RED, AMBER, GREEN, and BLUE.
Does anyone know what the definitions of each of the colours is ?.
So many questions, but I can't find any answers on Google !

- How are the thresholds measured ?,
- What are the limit values for each band ?.
- Are the colour ranges determined by peak or average measurements ?.
- Are there other colours ?.
- How frequently can the colours change ?.

I can answer one question
Blue = Significantly below the re-grade planning rule
Green = Below the re-grade planning rule
Yellow = Internal re-grade planning rule upgrade threshold breached
Red = VP above threshold with potential customer impact (Bandwidth increase delayed due to other network contention)
I don't think BTW even release the details on the thresholds/how they're measured etc.
