Web pages slow to load

This is not really a speed problem as I am happy with my current 5152 kbps which has been stable for three days now. But web pages are slow to appear, such as pages from the BBC (2 minutes 30 secs for the news page to appear just now). Even Plusnet pages are slow, getting the Status page to appear has just now taken 31 seconds.
Google searches are returned in under a second, email is fast and downloads (e.g. Microsoft upgrades) are fine but web pages are so sloooow.
As I said Google search results are returned very fast but when I click on a result, it can take ages for the web page to appear. Sometimes a cookie request is returned immediately but whether I accept or deny, the related web page can take ages to appear.
Can anyone sugest a reason for this. I use IE7 and have a Plusnet supplied Thomson router 585V7. I have cookies set to prompt for first party and block for third party.
I did a tracert to news.bbc.co.uk and the total time was 0.641 secs (sorry I cannot manage to paste the detailed results here).
My router is using DNS 212.159.6.9 and .10 but I don't think this is a DNS problem.

To copy the results right click in the DOS window and click select all then hitting the return key will copy it to the clipboard from where you can paste it to here like this

Ignore the first hop. Thompson routers always do that. It's nothing to worry about.

I have Kaspersky AV 2009. I did wonder about that but I have had it since January and not changed the settings. My web page problem has appeared over the past month or so.

I unloaded Norton this week and replaced it with Kaspersky  2010, and if anything it speeded up the PC - unless I am doing a full scan.

It's unlikely to be KIS although as a quick check pause protection and see it it makes a difference
Also try Firefox and see it it is any better

There are some indications that Kaspersky might be the culprit but it is not a clear cut case. I have turned of Kaspersky off several times when browsing got slow and noticed an immediate improvement but then at other times (over the past hour for example, a peak time) browsing has been fine with Kaspersky turned on. I will keep monitoring it.
