QoS applies per line and across the network as a whole. We scale to make sure that Bronze traffic (P2P, Usenet) should be running at line speed. This means the QoS at a network level should take effect if we've messed up with our forecasting, or if there is a platform failure, or major event. At a line level, it should work to make sure that when you fire up your usenet downloads, your VoIP/Gaming etc works fine.
