WTF is Happening?

What is happening to my download speed?

Ouch !
Is that through a wireless or wired connection ?
If wired, log on to the router, disconnect for 5 minutes then reconnect and see if that helps.
*Edit - also check you have a dialtone on your phone and do a 17070 quiet line test.

It's a wired connection, there is a dial tone and there is no noise on the line.

try do soft disconnection on the router PPP session to try on different gateway see if speed lot better, if not. Then more likely to be your exchange congestion.

Just off the phone to Plusnet was told once again to turn off my modem and now my IP profile is 60Mb

Mine occasionally used to drop to very low speeds every few weeks and a modem reboot would cure it.
It has been pretty stable over the past year though although the speed has dropped by around 18Mb from when it was first installed.

Same mine have dropped as well around 14Mb and it doesn't help when I have to reboot the modem, I'm really contemplating switching to BT, never had problems with them, they were just soo expensive

No matter which ISP you use, they use the same equipment between your home and the exchanged.  Your synch speed (and consequently your data profile speed) is dictated solely by the performance of this equipment.  Changing ISP will have no impact on this.

Although The ISP can have a huge impact on how are issues are resolved.

Exactly and in some cases, you will get a far better fibre service due to this.

That perspective somewhat implies that BTOR / BTw are not playing cricket with a straight bat!
All ISPs are supposed to be treated equally without predijust or favour.  So if some ISPs are getting some faults fixed and others are not, it rather implies off-side behaviour by BTOR and BTw... but I guess we already knew that!  Cheesy

Some ISPs can give BTW/Openreach more of a kicking though.
AAISP will fight for you left, right and centre. Some larger ISPs don't quite work like that.
