WIndows XP has its own speed monitor ?

Was googling aboout for a "netmeter" prog and came across this site....

It seems to be some kind of forum site, and about halfway down the page is this little gem

Unfortunately, it doesn`t go into any more detail.....
Does anyone know how to access this "hidden gem"  ?  and if it is any good ?

Note to the Mods..... this could also be used to give out as a source of information, as the page is quite full of useful things to check out if having speed problems.....

It is probably the XP Performance Monitor which can be accessed by start > run > perfmon.msc

Hey, I had forgotten all about perfmon. Not used it for years. Thanks Oldjim!
The other possibility is the networking tab of Task Manager (start-run-taskmgr)

i use netlimter 2 on windows does any one know of anything  for mac os x
