Very slow upload speed - or am I expecting too much?

I have no idea whether my upload speed (around 30kbytes/sec transferring a dropbox file) is acceptable or rubbish, seems pretty slow to me! Here is the data from my router, speedtest etc:

Your upload is currently capped at 448kbps. You need to ask for it to be uncapped.

Hi cpcjones,
I agree with jelv that your upload speed is capped, as I am in an identical situation, having move to Plusnet Broadband Unlimited last Monday.
I have raised a ticket to get the upload cap removed (76502007). However, that was 80+ hours ago and the ticket has not been responded to as yet. You may get a better response time to any ticket you raise after the weekend.

Raise the ticket straight away - there's no point in delaying.

96+ hours now and my ticket (76502007) is still awaiting being picked up.
