VC or LLC Based multiplexing

Which of these should I be using for my account? It is auto set as VC on my netgear router.
And what about encapsulation? The options are :
PPPoA
PPPoE
PPTP Client
I'm trying to identify why the router only shows a 4096 downstream when I only live half a mile from the local exchange.
