Usenet/torrent throttling

I have been noticing bad usenet and torrent throttling most of the time, including overnight, although sometimes during the afternoon my speeds max out again. I get around 60KBps when throttled, while it is at around 1.6MBps when not throttled. I ran tests on glasnost for both torrents and nntp, both of which recognise that I am being throttled.

There is no indication that your ISP rate limits downloads on port 6881 or 42723. In our tests, downloads on port 6881 achieved up to 395 Kbps while downloads on port 42723 achieved up to 305 Kbps.

I'm on an unlimited package. Can I get an answer as to why I am getting this throttling, particularly overnight which I would expect to be the least likely time for it.

p2p/usenet is speed capped http://usergroup.plus.net/prodcomp2.php ; choose Legacy PN unlimited

It's not supposed to be speed capped from midnight to midday.

It may not be actively throttled, but it is the lowest priority traffic and will therefore depend upon how busy the system is.
