Upstream speed crash - reason known

I was just uploading data to my website when I lost internet connection.
I have routerstats running so a quick check showed that the router had resynched with an upstream speed of 128kbps 6dB noise margin and downstream about 4450kbps (bang goes my 4000kbps IP profile)
Did a quick resync and result
Rx-Noise=6.1 Tx-Noise=7.0 Rx-Sync=4704 Tx-Sync=288
Looked out of the window and a post office van was parked under the telegraph pole and the wire to my house while the postman was emptying the post box
So waited until he drove away and then did another resync
Rx-Noise=6.0 Tx-Noise=23.0 Rx-Sync=4704 Tx-Sync=448
Can this be classed as sabotage or just a cable which isn't up to scratch

Does a diesel engine still have a distributor to kick out EMF or do glow plugs not need one?... Or am I thinking into this too much?!

did you make sure his black an white cat wasn't up the pole using it as scratching  post?

Possibly someone was sending a large electromagnet through the post?
