Upload speed is just useless

Is there any reason why my upload speed is this low? has been since connection was started but as of recently I've been needing to upload large videos and files for work and this just simply isn't cutting it at all.
Am I 20/21CN?

What are the stats reported by your router - see speed sticky at the top of this board

If I'm 21CN I should be able to "unlock" my upload effectively? I've seen ADSL2+ connections almost reach 1:1 down/up in other houses around my area.

There is nothing wrong with your connection speeds
Is that speed result wired or wireless
If wireless please check wired

Thanks for checking, yeah I came up with the same result.
This is completely wired, internal network speeds are 1 gigabit.

There could be other factors impacting U/L speed - exchange congestion or some unknown program uploading.  Have you got anything synching / backing up to the cloud?
What OS are you running - is it Win10?
Which router have you got?

The Plusnet Technicolour router
Upload speed has been this way since activation, multiple routers tested.
Windows 10
It's not due to my traffic, I outright promise you that. This is an outside my house infrastructure issue... what can Plusnet do about that?

Right, given that it is Win10, please watch the US data transfer counter in the xDSL stats.
According to the stats you've posted earlier today, you are uploading 10MB per hour - solid!
I has a suspicion that Win10 is operating peer-to-peer distribution of software updates.  Go look at Settings / Updates & Security / Windows Updates / Advanced Options / Choose how updates are delivered - look carefully at 'Updates from more than one place'

Try changing that to local PCs only (or switch the feature off) and see if it makes a difference.

I shut down all devices on my network, booted up Ubuntu laptop on Ethernet interface ran a speed test and I still get slow <1 megabit per second upload. it's not windows 10.
I've tried everything, and I mean everything an MSCE can think of.
This is an issue with Plusnet, is there not a plusnet rep here that can dig into this issue? I'm less than 500m away from my exchange - Latency is always below 30.
ADSL2+ means I should be able to at least retain a 0.5 down/up ratio but im barely achieving 0.1 (21Mb/s Down, <1Mb/s Up)

These are pretty much the maximum upload and download speeds anyone can get on ADSL2+. The only way to get anywhere near a 1:1 or 2:1 down:up ratio would be to have only 1Mb or 2Mb down to go with the 1Mb up.

Just under 1Mb/s upload is about right for the sync speed

Errr no - its a problem between your router and the BTw network - PlusNet has no control over upload speeds.
I recommend setting up a TBB BQM to see if there is exchange congestion.
