Hi,
I've always had problems with online gaming so over the last month ive been checking my upload speed and its always between 0.2 and 0.3... This is a bit low for a broadband connection?
is my upload being capped?
my download speed varies between 6-8.

Yes it is capped - you need top request it to be uncapped which should more than double it
