Upgrading to fibre

I have a friend on Plusnet ADSL who is on the end of a very long line.
Firstly, if they're part way through their minimum term contract, can they upgrade to fibre when it becomes available?
Secondly, their speed should be about 2Mb/s. Once every couple of days, it'll drop to 200kb/s (ish) - is there much that can be done about that?

Yes, they can do that at any time with options to re-contract.
