Unusable slow speed after FTTC upgrade

BT Openreach have today completed a fibre install and the engineer claimed the speed to be 69Mbps (Estimated 60.4Mbps) but when testing myself or various PC's/Laptops, etc connected with Ethernet cable to the PlusNet supplied router and I getting speed of under 0.25Mbps with webpages taking an age to load.
Prior to the fibre install an intermittent fault reared it's head again for the third year running resulting in a noisy line and sync speed dropping over a matter of days from 6.5Mbps to 0.25Mbps so does someone need to perhaps reset the line before I can get the full speed.
The BT engineer who visited today was very good and found two faults that had been missed by countless engineers previously and the telephone line is now silent with no crackle.
