Ticket #53188667 - Connection less than half of sync speed
Hoping that one of the amazingly helpful folk on here can help me out. 
For the past week or so, I only seem to get between 4 & 6 Mb download speeds, when I'm syncing at 19,000+ (It's fluctuated a bit as I've rebooted a few times).
Initial response to my ticket was that I was only syncing at 8Mb, however that's not the case - have uploaded a screenshot showing the router sync to the ticket and also link to speedtest result.
If Jojo, Mand or any of the other amazingly helpful staff are about and wouldn't mind taking a look, it would be muchly appreciated.

Your BT profile is still 16.83Mbps so you should be getting somewhere close to that. There's a couple of errors on your line too. Are you running the speed tests wirelessly or wired? How's it been performing?
Also...
Are you saying that you were getting 19Mbps throughput? As this would require a sync rate of 21600K and the highest your profile has been is 16.9Mbps

I'm been performing everything wired, in fact with my router straight into the test socket just to rule out anything my end.
Seems fairly steady at 15.85Mb or in that region at the moment.
When I first got switched to 21CN and rebooted my router, I saw a sync of 21600, although admittedly I did not monitor what the sync speed was doing - only noticed after a connection dropout at one point that it had resync'd lower.
I was getting a stable 18,432kbps when I was downloading the newest Fedora release recently, so near enough 19Mbps throughput at that time. In fact, quite a few downloads the other week saw me maxing the connection out close to 19Mbps.
Edit: Just as a side note, despite seeing 15.85Mb through the speedtest this morning, I've just tried to set away a download of CentOS using newsgroups and am seeing no more than 4Mb throughput. If I fire up the same download on my work box (not on a PN connection) I immediately see a 27Mb d/l speed.

I'm seeing restricted speeds (between 4 and 5Mb) on any protocol apart from http/https it seems.
FTP/SFTP/P2P/Newsgroups/Newsgroups with SSL
A HTTP download is coming through at approx 15Mbps so seems to match the speed test results. and the other protocol downloads are at full speed on another connection when I try them.

Just to make sure it wasn't an issue this end, I have swapped the router for a spare and also isolated from the rest of my network, so currently it's just the router and one machine.
Having swapped routers, it's resync'd at a slightly lower rate of 18831, however I'm still seeing a fairly stable 15.85Mb for HTTP traffic - and still a 4-5Mb for other protocol traffic.
Any suggestions greatly appreciated.

Have you checked the speeds against the expected speeds for your account type?
If you are on XP have you tuned the RWIN?
