ARP scanning often reveals results from only the router, local SSH connections are being timed out very frequently with machines seemingly becoming unreachable, I've never known anything like it.

Our Homehub (ex-BT customers) never did this. I'm tempted to go back to the Homehub and see what happens.
No issues other than that.

What is it I need to look for in an alternative to know it'll work with FTTC? (I don't want to daisy chain even via ethernet off the TG582n as I'm short on power sockets).

If the router has a modem, what's the point of the Openreach box?

The router would need to be able to establish a PPPoE connection in order to connect.
