Synch speed shows OK, actual about 15 times less

Title says it. Speeds seemed very low earlier. Router showed low. Rebooted router - improved. Now again real speeds very low though router shows OK ever after rebooting router and then PC then router again. Can anyone help please? Same if tested from a mobile phone - real speed very slow.
