I'm pretty sure my connection sync speed has dropped recently and therefore my profile and speed. It used to sync at 20000Kbps but since for the last week or so (since the 21CN problems plus.net was having) is now only 18000Kbps.
I also noticed my SNR margin has gone up from 3-6db to 9db.
Is there anything i or plus.net can check?

I thought i did yes. I only live 2 minute walk from the exchange. I could be lying though.
If the sync speed hasn't dropped the general line speed has. Looking at my speedtest.net results i generally use to get a 21ms latency with a 16.5Mb/s download speed. Now its showing between 77-100ms latency and only 13Mb/s download speed using the same servers. I will try again when its not peak time to make sure.
Just used the plus.net speed checker and its bouncing around all over the place.

Actually, if you look at this thread by me, my sync speed was 20568Kbps. Albeit this is a little while ago

Tried pinging various different services... doesn't seem like any packet loss.

I've just run some line diagnostics and the line speeds you reported in this post seem to match up with what's on my line tests so this could be a poor performance fault.
