Suspected ADSLMax Premium contention

I have an ADSLMax connection (that is the only choice available!). Because I work from home and was having problem with Skype/Lync business meetings due to low upload speed and high latency I subscribed to the Premium add-on (for an additional £7.83 per month). Initially this seemed to help, but gradually the latency has got worse again, and I am now again having problems with Skype/Lync, and even VPN can have latency of a second at times. I often can't use iPlayer to stream TV without stalls in the evening.
For a couple of months I have been using ThinkBroadBand Quality Monitor to monitor the connection, and it has clearly got worse.

I was away from home for both of these days. I do run a server, but the logs show low traffic, and nothing that would account for the evening peak. I use a Vigor 2860n+ router, and it also doesn't show anything in the logs that would account for the evening peaks.
Am I wrong to expect a broadband service that costs me over £47 (inc line rental) per month to be better than this?
Line stats are sync of 8Mbps down (SNR 6dB), 832Kbps up (SNR 12dB), interleave 0, no errors (the connection can last months at a time without dropping).

Run a couple of BT diagnostic speed tests when it is running slowly (don't run another test afterwards in case it shows good speed) and then raise a fault.
