Support ticket system not working for me

I was logged into my brothers account as I deal with his account on his behalf, he has told me since moving to unlimited package over a month ago his connection hardly works, Ive logged into his account this morning and tried to report that we think theres a speed issues fault, but when I get to the page where I log it and click submit nothing happens I did wait 6 mins and still nothing the page just freeze`s.
