If using the pro gaming package i should have a static ip address yet this is designated as "server assigned" is this correct?

That's correct.
The IP address is still allocated to you by the server so your router/modem will pick it up when it logs in (you don't need to set it manually in your router).
You will, however, be allocated the same IP address every time you connect.
Edit: Have you selected a static IP address option here?
If the link doesn't work you can navigate there by logging in to the Member Centre and selecting "Connection Settings" from the list on the left, then select "Control Your Broadband" followed by "Change IP Settings". The option to change from dynamic to static and vice versa is there!

It's not a real static address.
It's a dynamic address which is guaranteed to always be the same

Or is it a Static IP address that is allocated by Dynamic Host Configuration Protocol.
