I have been enjoying decent speeds for some time but during the gales everything has about halved. No changes to kit or anything else. Has BT /OR been up to something?

That's a fairly large jump from previous readings. Do a few more tests and see if the noise stays the same. If not run the noise test here http://support.zen.co.uk/kb/Knowledgebase/Performing-a-Quiet-Line-Test and have a listen if there is noise on the line, Go from there mate.
Good luck.

Power down your router at around 10.00am tomorrow morning and then power it up twenty minutes later, check the router stats straight away.
Do a BTw PerformanceTest all the way through i.e. diagnostics etc and check sync and IP profile > http://speedtest.btwholesale.com/
Check the line speed/PN profile in the PN member centre, in other words login to the portal and go here
> https://portal.plus.net/my.html?action=data_transfer_speed to find the current PN line speed.

Thanks lads, Powered up today and what did I find?........................
23.02.14 10.53 Download Data Rate 5856Kbs Noise Margin 2db* Atten 41db!!! *never seen it that low before.
Nothing fiddled with here, no evidence of OR bodies down holes or up poles!! Weather wet and windy as well. QLT like a grave.
Done BT Wholesale test:
Download speed 2.92Mps. Acceptable Range for connection 0.6 to 7.15 Mps. DSL Connection Rate 5.86 **Mps. IP Profile 3 Mps. ** Belkin always agrees with this.
Looks like a tweek of Profile is needed. I do not like the figures for Acceptable Range, very broad.
