Speed Problem. Capped speed???

Hello
Was downloading around 5 o'clock speeds were 350kbps  ish
Now it cant get past 30 -35 kbps ,have i been capped?
I cant understand whats going on i cant it being on my side as it fine a cuople of hours ago then bang down to snail speed.

Those are download servers (IIRC) which means from 6pm-10pm they are restricted to 256kbps on Extra (note the small b).

Does my router stats look ok, like avrage or poor?
Strange this has never happend before today.
Id br happy with 256kbps but 30?

My speed is now 11 kbps im sorry that it throttling at its highest.
Anyone know any onther companies that dont do this as aggresively?
if so pm their number cheers.

My speed has gone to 140k ish now
