Slow upload speed

Hi,
I've recently switched to PlusNet from Sky, and just performed a speed test on USwitch.com.
I get a reasonable download speed of 15.1 Mb/s, but a very poor upload speed of 0.4 Mb/s.
Apparently the average upload speed for my area is 6.7 Mb/s.
Is there anything that can be done. I've read on another post something above removing upload caps.
